I’ll answer this the same way I I did a little earlier . .be VERY careful what you ask for .. review sites are great when things are in your favour but a nightmare when things are negatively reviewed … unfortuantely, negative reviews are what most people are attracted to and just ONE bad one can stop many potential clients coming your way ..

Why does it have to be up to 4 stars?
If you don’t mind it being five then you can use your facebook account with Rotten Tomatoes or Flixster, both are excellent user review site.

I mean to say adult content ,violence scenes,abusive language etc.
Common Sense Media does that. You can subscribe to their newsletter and they will send reviews of the latest movies to you explaining what sort of content is in each movie.
I know HTML and enough JavaScript to make a fully functional website but I’m not sure which to make a site that you can play games on or a site that reviews games and would you visit this site and refer it to people.
You could kinda do both I guess. Have games aswell as reviews.

I am starting a reviewing website and I know I can use copyrighted images in my reviews (so long as it applies to the review) but I want to make a banner with a few film and game stars merged together. I would also like the website URL within this. Is it legal to have this on my site with or without my website URL in it?

Using an image from a film within a review is one thing; putting such an image into a banner is quite another. You’ll need permission to use the images in a banner. It might pass under fair-play rules but it might not, depending on how you use the images.
