If I got discharged from the Navy, can I write to the Army review boards agency to upgrade my re code?

Sure you can, however it will do no good. You will need to write to the Navy review board.

    Nope,

    the Naval Council of Personnel Boards can up grade the characterization of your discharge.

    But they cannot change your RE Code.
