I’ve looked at Academy of Art, Devry, and plenty others that have horrible reviews and barely any that have good reviews. They don’t offer web design at CSU’s or UC’s and it’s been frustrating to think I might have to choose one of these schools with bad reviews like Devry heald or ITT etc. Please help all web designers out there that have already been through this.
Maybe you need to look using broader terminology.
Here’s a program at CSU Monterey Bay called "Communication Design". It includes Web design as a component of the program. http://itcd.csumb.edu/
Understand what it is you want to accomplish. Do you simply want to obtain a skill that will be out of date soon after graduating? Or do you want to become an educated person, with communication skills, critical thinking skills and a better understanding of the world you live in?
There is also an art program at CSU East Bay with a Web design component: http://www.csueastbay.edu/ecat/current/u-art.html
If you want to pick up some Web design skills cheaply, start looking at your local community colleges.

Academy of Art University is actually a great school to go to for Web Design & New Media. I studied it there and learned a lot! Since all of their instructors are industry experts, I was able to get a lot of valuable information, while preparing for success in life after college. You also learn more than just web design, which is great because all of the new mobile devices are changing how people view the web. One of the grads from the program went on to work on the design of the iPod Nano 4G. You can learn more about the program here: http://www.academyart.edu/computer-arts-school/index.html
To hear more from students who are in the program now, definitely ask some questions on the Facebook page: http://www.facebook.com/AcademyofArtUniversity. Those students will be able to give you a really good idea of what the program is like.

Devry is NOT like ITT tech. It angers me so much to hear these types of negative remarks. I graduated from Devry and ended up making over 200K by 28 as a defense contractor advising ministries in conflict countries. As a woman. Several years later, I managed MBAs while consulting for the major film studios. Does that say anything to you?
