I don’t seem to be able to find the command under REVIEW to PROTECT. Can someone help? tools / options / security / set password

Sounds like you might be using 2007, with the ribbon. If so, look at the far right end of the line after you click on Review. Click the drop-down arrow there and it will give you the choices available to you.References :
