Is this true? Is there a website where students review the teachers? I heard it from a college student. Is it only colleges on this site? What is the site? Can someone give me more information?

yes it is true. there are two websites. For high k-12 there’s ratemyteacher.com and for college students it’s ratemyprofessor.com theyre really good sites.
